State lawmakers in Texas have fled their state in an attempt to block laws backed by the Republican majorities in their legislative chambers (and a number of them ended up getting COVID-19, ironically enough).
Now, at the national level, Republican U.S. Senator Lindsey Graham of South Carolina has urged his colleagues to do something similar to block a massive Democratic spending bill in Washington D.C.
Are these tactics legitimate?
