Since the first coronavirus cases were notified in Scotland, and the World Health Organisation declared a global pandemic 7 months ago, we have achieved a significant amount – suppressing the virus to a low enough level to enable us to begin lifting restrictions on our daily lives, and creating a strong base for economic and social recovery.
We have been guided by the evidence, lifting restrictions in a phased and gradual way which safeguards public health, underpinned by Scotland’s route map through and out of the crisis. While this enabled us to follow a structured yet flexible path in suppressing the virus and reopening our society, it also created increased opportunities for transmission.
To best tackle the virus, and protect people in Scotland and our economy, we will now move to a strategic approach to outbreak management based on five levels of protection.
This will provide a transparent and easily understood framework for managing outbreaks and allow rapid but proportionate responses to be taken – locally or nationally – using a transparent range of measures and options.
We are committed to transparency in our decision-making, to engaging with you to explain what we are doing and what we ask of you, and to listen to your experience and your ideas. The publication of this document starts a period of detailed and intensive consultation and engagement with key partners on the draft levels we have set out to seek a collective effort and agreement on the way forward.
