The WFP Office of Evaluation has released a new corporate evaluation strategy, setting out a phased plan for implementing the updated WFP Evaluation Policy approved by the Executive Board in March 2022.
The WFP Evaluation Strategy 2022 – developed in consultation with WFP senior management and colleagues from across the organization – presents 17 workstreams across five outcomes and has a time horizon of 2030, in line with the 2030 Agenda..
The strategy applies to the entire WFP evaluation function and is set to be complemented by new regional evaluation strategies in the coming months
“The strategy aims to transform the vision of the WFP Evaluation Policy into an actionable plan,” said Andrea Cook, Director of Evaluation. “It has the overall goal of producing independent, credible and useful evaluations, strengthening evaluation capacities and culture, working in partnerships through innovative approaches to deliver timely, targeted and tailored evidence.”
The strategy is aligned to and builds on several recent WFP policies and strategies, chiefly the WFP Strategic Plan 2022-2025, in which evidence is identified as one of six performance enablers.
It follows the recent publication of the WFP Evaluation Policy 2022 in an engaging format with the inclusion of introductions from senior figures.
In a foreword to the policy, H.E. Md. Shameem Ahsan, President of the WFP Executive Board, said it built on the previous policy, outlining broad coverage across WFP’s programme of work and “commits to generate the evidence needed by WFP to contribute to the 2030 Agenda and leave no one behind.”
WFP Executive Director, David Beasley, stated the updated policy will help to ensure that WFP continues to be a “high-performing” organization.
“It offers a route map for strengthening WFP’s culture of learning and accountability, and builds on the programme of independent evaluations being implemented across WFP,” he said. “Above all, it will ensure our dedicated people are equipped to save lives and change lives even more effectively in this time of unprecedented global need.”
An updated evaluation charter, currently under final review, together with the updated policy, will constitute the governance framework for the WFP evaluation function within wider oversight arrangements established by the Executive Board.
