I continue to be dismayed by the lack of proactive police response to fringe groups continuing to create havoc. I do not understand the strategy or specific tactics that police continue to use. Chief Chuck Lovell’s statement about police not getting in the middle of dueling groups and instead watching for lawbreakers (“Shots fired near downtown protest, dueling demonstrators clash violently in NE Portland,” Aug. 22) is probably accurate but seems to miss the point about keeping groups from getting into a fray initially. As these groups cause danger to uninvolved citizens, I find it hard to believe that the best police tactics are to do nothing, remain invisible and monitor. Events like Friday’s “call for love and peace” are laudable and needed, but this sort of continual resigned pleading with no concrete action to solve the problem is starting to run the danger of becoming a caricature similar to gun-rights politicians calls for “thoughts and prayers” after shooting rampages.

I understand the provocations are hard to manage peacefully, but standing by and monitoring, if nothing else, gives the impression of incapacity to create better public order. I was horrified at the federal response to last year’s protests – that response was in itself provocative – but this passive policing is the mirror image and just as provocative. I would hope city officials begin to rise to the occasion and expect Chief Lovell, his force and the City Council to address the problem more positively before the next occurrence.
