The city of Austin is establishing a new Homeless Strategy Office that will coordinate efforts to address homelessness, Interim City Manager Jesús Garza announced Tuesday.
The office will become its own department, rather than remaining under Austin Public Health. David Gray, who has served as interim homeless strategy officer, will lead the new office when it launches December 4.
The goals are to provide more emergency shelter, rapid rehousing and permanent supportive housing. The office will oversee city-run shelters, encampment cleanups, communications, and relations with other agencies.

There are also plans for an independent assessment of homeless services provided by the city and partners like Central Health and Travis County.
This reorganization comes after a review found "the City’s current organizational structure does not effectively respond" on homelessness. The new office aims to take a "comprehensive, strategic and compassionate" approach to the issue, Gray said.
