To assist with the final document for the Country Business Model (CBM) 2.0 and the writing implementation plan, includes the timelines, in priority countries. The CBM 2.0 is intended to produce a comprehensive functional model for strengthening the WHO emergency programme.

To ensure timely, predictable and effective leadership for health emergencies, the WHO Emergencies Program established a Country Business Model (CBM) in 2017, to provide the sustained organizational capacity required to implement the core health emergency functions. The CBM determines the mandatory staffing model at country level to scale up capacity for health emergencies, through pre-defined core functions required for countries to better implement.

Through the analysis undertaken in November/December 2021, the results showed important gaps in CBM positions in the 11 priority 1 (P1) countries with FCV (fragile, conflict affected and vulnerable) settings.

Activity 1.1: In collaboration with the REDs and WR’s of P1 and P2 countries, to assess and document the best practices, lessons learned and constraints of CBM 1.0. Provide concrete examples on all of the above observations.

Activity 1.2: Incorporate the results of Activity #1.1 and identify the country scenarios of CBM position composition in the P1 and P2 countries.

Produce a comprehensive CBM 2.0 draft document.

Activity 2.1: Incorporate the results under the activity 1.2 into the draft CBM 2.0 including the following dimensions:

a) Detail of the role of each of the positions.

b) How these positions could work to complement each other.

c) Recruitment and selection processes for the positions in line with the global and emergency HR policies.

d) The parameters for tracking, updating and monitoring the creation of the internal and external roster for all CBM 2.0 positions.

e) Periodicity of the performance management

f) Succession planning.

g) Business Continuity plan (BCP).

h) Trainings, to include behavioral and technical dimensions.

i) Mobility / rotation, detailed methodology adapted in line with WHO’s HR policy.

j) Draft all relevant templates as may be required under Activity 2.1 (a – i) above.

The entire draft document should include suggestions on effectively managing diversity and gender when engaging on CBM 2.0 positions.

Activity 2.2: Coordinate with the REDs and all relevant team leads for feedback on the draft document, #2.1 above, incorporate the suggestions and submit the revised CBM 2.0 for final management approval.

Preparation of communication materials of outputs 1 and 2 for internal (senior management) and external circulation, i.e. for partners and member states as may be required.

Activity 3.1: Draft a presentation, including templates as may be required, for Output #2 above, policy material, including infographics, and prepare a roll-out strategy, including timelines for the CBM 2.0.

Qualifications required:

Advanced university degree in business administration, law, politics, international affairs, or similar from an accredited/recognized institute.

  • Experience required:

Essential:

· At least ten years’ plus of relevant experience in emergency response in FCV settings at national and international levels.

· Prior working experience with WHO/UN or with an international non-governmental organization(s). **

· Proven experience in programme management in humanitarian response with an emphasis in the human resource management.

· Proven experience in human resource data collection from available tools and producing comprehensive data analysis and detailed write-up for effective decision making.**

· Proven experience in preparation and delivery of communication materials.**

Desirable:

Previous experience with the human resources management and policy writing processes in the international / UN organisations.

Skills / Technical skills and knowledge:

  1. Excellent written and oral communication skills

  2. Ability to analyse data/information and make appropriate recommendations where required

  3. Ability to document strategic documents, succinctly and clearly

  4. Ability to deliver required outputs within a short timeframe.

  5. Language requirements:

English – expert level (read-write-speak)

Proficiency in another UN language is desirable
