Purpose of the consultancy **

The purpose of this consultancy is to finalize IFRC’s Community Health Strategy. The consultant will make revisions to the current draft version of the Community Health Strategy (version March 2020). The shared view is that the current draft version of the Community Health Strategy is of very high quality and moderate revisions will be required to finalize the document.

These revisions will be informed by feedback received from RC/RC National Societies, IFRC staff via a number of channels (written feedback, consultative conference calls at region level, one on one discussions with key informants).

Background

Well-designed, locally adapted community-based health approaches are a central part of primary health care and essential to achieve Universal Health Coverage. Community based activities help to fill the human resources gap, to promote trust and understanding within communities, to rapidly detect and respond to outbreaks, and to strengthen resilience and adaptation to health challenges caused by disasters or climate change.

Red Cross and Red Crescent movement has significant experience in community health. The movement ensures access to health and social services and protection for people left behind through community-based action. Red Cross Red Crescent volunteers strengthen capacity for addressing health challenges in acute or chronic humanitarian situations and build resilience of affected communities and people.

Addressing risks, vulnerabilities and inequalities is at the core of National Societies’ work in community health and WASH. This programmatic modality includes (i) community based disease prevention and health promotion programs; (ii) provision of services to vulnerable populations and individuals (people with disabilities, adolescents, old people, substance abusers, people living with HIV, unregistered migrants, homeless etc.); (iii) long term health and WASH programs (e.g. immunization, communicable and non-communicable diseases programs, water and sanitation interventions, etc.), particularly in fragile settings and underserved areas, e.g. slums or rural communities.

Community health volunteers including RC RC volunteers are key to address communities’ health priorities, as they live and operate in the communities they come from. Yet, volunteers’ effectiveness goes beyond their proximity. Volunteers are effective because of the perspective they bring. Since they are present in communities before and after a crisis hits, they see it not as an event in isolation, but as something that is linked to the past, to unaddressed risks, vulnerabilities and inequalities.

Alignment to IFRC’s objectives and strategy

IFRC’s Community Health Strategy aligns to the Federation’s Strategy 2020 and S2030 as it supports the achievement of strategic aims (S2020) and goals (S2030);

S2020 Strategic Aims

1) Save lives, protect livelihoods and strengthen recovery from disasters and crises

2) Enable healthy and safe living.

S2030 Goals

1) People anticipate, respond to and quickly recover from crisis

2) People lead safe, healthy and dignified lives and have opportunities to thrive

3) People mobilise for inclusive and peaceful communities

Desired outcomes

A final Community Health Strategy which will align to the vision of the organization, auxiliary role of Red Cross Red Crescent to public authorities, Strategy 2030 and the Health and Care Framework 2030.

The strategy will include the following sections:

§ Introduction

§ Guiding principles

§ Content section

§ Measuring performance

§ References

Support to be provided to the consultant

To deliver tasks the consultant will be supported by the team Lead Community Health in close consultations with the Director, Health and Care.

Management of consultancy and process towards finalization of the Strategy

The tasks of the consultant, under the supervision of the Team Lead Community Health and in close consultation with the Director, Health and Care are:

§ Participate in consultative conference calls with National Societies in each of the five regions (Africa, America’s, Asia-Pacific, Europe, MENA)

§ Review and include feedback received from IFRC staff globally

Time Allocation, for budget purposes

§ start date ASAP and end date August 31st, 2020 for a total of 10 billable days.
